ECI officials work out fool proof arrangements for holding free, fair and transparent elections to two parliamentary segments in Kashmir


Jammu, March 24, (Scoop News)-For ensuring free, fair and transparent by-elections to two parliamentary constituencies, Srinagar and Anantnag, in Kashmir, the authorities have undertaken elaborate arrangement by engaging sufficient polling staff and deploying adequate security personnel.

All district development commissioners have been directed to take necessary measures in this regard. Election Commission of India has asked the state authorities to take all possible means to provide security to candidates, political activists, rallies and other participants.

Surprisingly, several areas of south Kashmir have seen lot of violence last year and even this year, the incidents of violence and stone lobbing are frequent in Pulwama, Kulgam and Shopian districts.

According to well informed sources, about 3,200 polling booths have been declared sensitive which are spread across seven districts in the two constituencies. The entire exercise would require over 17,000 polling staff in addition to 254 companies of paramilitary security forces.

Incidentally, the twin parliamentary seats have 31 assembly segments. Two Returning Officers and 31 Assistant Returning Officers (ARO’s), one each for the assembly segment has been posted in twin parliamentary constituencies.

The sources said, the government did not want to disturb existing security grid in the hinterland as anti infiltration grid on the Line of Control (LoC), The sources added that the authorities have also moblised over 40 companies of Jammu and Kashmir Armed Police (JKAP) for the two parliamentary seats, of which 25 companies of armed police have already been deployed for pre-poll security and remaining companies will be pressed into the service on the eve of polling date.

With nearly 2.6 million voters including 75,000 displaced Kashmiri Pandit electors in the two constituencies, Srinagar and Anantnag, are scheduled to go to polls on April 9 and April 12 respectively.

Both the seats had fallen vacant after Mehbooba Mufti and Tariq Hamid Qarra quit parliament as federal lawmakers.

Over a score of polling stations will also be set up for displaced Kashmir Pandits in Udhampur, Jammu and New Delhi to cast their vote.

Following pre poll alliance, the National Conference and its alliance partner for parliamentary by polls, Congress have joined hands to devise a strategy for the upcoming elections.

The leaders of the two major mainstream political outfits besides discussing prevailing political situation also reviewed joint preparations in Srinagar and Anantnag parliamentary constituencies.

Both sides decided to work in close quarters to ensure success of their respective candidates from Srinagar and Anatnag segments, Farooq Abdullah and Ghulam Mohammed Mir respectively.

Peoples Democratic Party (PDP) has fielded Nazir Ahmed Khan and Tassaduq Mufti as their candidates from the two constituencies. Nearly, a dozen of candidates are already in the fray.
