CEC convenes review meet,discuss about Tibetan Rehabilitation Policy 2014 | |
Leh,August 07, (Scoop News)-CEC LAHDC Dr. Sonam Dawa Lonpo today convened a meeting with Sonam Topgyal Kalon, Department of Home, CTA Dharamshala to discuss about the Tibetan Rehabilitation Policy 2014 for strengthening of Tibetan settlements located in Ladakh and other issues concerning Tibetans in Ladakh. EC Agriculture Tsering Wangdus, EC Education Dorjey Mutup, EC Animal Husbandry Mumtaz Hussain, EC Tourism Tsering Sandup, CRO, Secretary Home CTA, ACR Leh, Tehsider Leh, HODs of various departments and representatives from J&K and SBI banks attended the meeting. Making a mention about why the need for Tibetan Rehabilitation Policy 2014 was felt, Mr Topgyal said that Tibetans have been receiving generous timely assistance and guidance from the people and government of India but there lacked uniformity in providing these assistance to the Tibetan refugees in different states of the country. He said that the Tibetan Exile Government is dependent on the economic policy of their host country and the mobilisation and management of their resources depend on the people and government of India. He said that in order to ensure long time sustainability of Tibetan camps and ensure uniform level of assistance in the country the Central Tibetan Relief Committee in cognisant with the Government of India has decided to provide common guidelines regarding facilities to be given to the Tibetan Refugees across the states in India through this policy. “We are not here to settle permanently and the day we leave we’ll handover all our lands with infrastructure to GOI as a token of Gratitude,” quipped Mr. Topgyal expressing optimism over positive changes to take place in Tibet. Highlighting various issues related to Tibetans in Leh district CEC said that Tibetans has been allotted around 1200 acre lands out of which 1141 kanal of land as per revenue record has been sold by them to the third person. He urged Mr. Topgyal to strictly restrict Tibetans from selling their lands. He directed CRO and ACR Leh to carry a joint survey to telly and authenticate their land revenue records to make clear cut demarcation of lands that belong to Tibetans. He instructed ACR to allot alternative land measuring 32 kanal 1 marla for the Tibetans as substitute for the land taken for the STP in Agling. Mr. Topgyal requested for schemes for strengthening Changthang settlement in Ladakh for Tibetans. On this Dr. Dawa urged the Tibetan Government to ensure no migration of Tibetan Nomads from Changthang to Leh which he said is creating problems for the local administration. He mentioned about schemes Yak cheese project and promotion of tourism to provide economics incentive to people residing near border in Changthang region and urged the Tibetan Government to encourage Tibetans for home stays or tourist based business and other enterprising jobs in Changthang. It was also made clear that Tibetans can avail for loans from banks and they will also get entitled all kind of state or centre sponsored schemes once the clearance comes from the Home ministry as recommended by Hill Council. The district officers also informed about the facilities provided to the Tibetans in the district and CEC ensured the CTRC to continue providing all kinds of facilities to the Tibetans residing in Ladakh.
