Congress delegation meets Home Minister
Seeks constitutional mechanism to ensure equitable share to region


Jammu, September 12, (Scoop News)-A delegation of senior leaders of JKPCC called on the Home Minister Shri Raj Nath Singh at Guest House Jammu today.



The delegation led by PCC Senior Vice President Shri Sham Lal Sharma comprised CLP Leader N. Rigzin Jora, Dy. Leader Aijaz Ahmed Khan, Vice Presidents G.M. Saroori-MLA, Mula Ram, Raman Bhalla, former Ministers R.S. Chib, Jugal Kishore, Chief Spokesperson Ravinder Sharma, Naresh Gupta and Th. Balbir Singh-MLCs.



The Congress expressed deep concern over the overall security scenario and political atmosphere of uncertainty, confusion and contradictions on various sensitive and contentious issues especially due to divergent and contradictory statements and stands of two ruling parties.



The mistrust, gap and regional imbalance on various fronts have widened between the regions and BJP has been failing in its delivery on slogans of equality, equitable development and equal treatment as well share in the political, economic and other spheres of life. There , is growing discontent among the people of Jammu Region over the role and failures of BJP while in power especially on issues and commitments while in opposition. The discrimination in recruitments and allocations of posts to the region even to the level of SPOs has been cause of concern.



The Congress delegation suggested devolution and decentralization of powers and evolving a constitutional mechanism to fully guarantee equitable share and treatment to three regions and to ensure that no injustice is caused to any region, Sub-region or part of the state. The delegation highlighted the issue of border residents and victims of firing by fulfilling the commitment of 5 marla plots and other benefits as was done to Chhamb area residents during UPA Govt. and demanded extending monetary benefits and proper rehabilitation of the Nowshera border migrants.



The delegation reminded the issues of 1947, 1965 and 1971 refugees and DPs including the commitments of BJP to West Pakistan refugees and financial assistance of Rs.30 Lac per family to POK DPs but instead of sanctioning full package of 25lac per family as recommended by Congress-NC Govt., even there is delay in disbursement of Rs.5 lac per family due to mismanagement and Cumbersome process. The issues of migrants, farmers, double taxation in the shape of additional toll tax at Lakhanpur, issues of ex-servicemen, especially OROP to paramilitary personnel, enhancement of honorium to SPOs to Rs.10,000/- per month, issues of daily wagers etc., failure of state Govt. to recognize the martyrs soldiers on the pattern of other states, divergent stands of PDP & BJP on the issue of NEET, Sainik Colony and rehabilitation of Kashmiri migrants and recently controversial statement of Chief Minister regarding shouldering national flag has sent wrong message to the people, that two ruling parties are not on same page and generating controversies to address their respective constituencies, in this sensitive state.



The Congress delegation highlighted the issues of different sections of society and questioned the failure of the Govt. especially BJP in power to deliver on the promises and commitments to safeguard the rights of various sections especially to fulfill the demand of Pahari Sopeaking people, the issues of SCs/STs and OBCs, the issues of residents of IB for at par treatment with those of LOC, the failures to deliver on issues of development and basic amenities of life.



The party also questioned the retrogate step of amendment in the Panchayat Act which would weaken the PRIs in the state and reverse the process of 73rd amendment in the state act brought about by Congress. Various other issues also came up for discussion and party extended constructive support as responsible opposition to restore peace and normalcy and maintaining harmony in the state.
