Ex bureaucrat removes lid from decaying JK bureaucracy’s cauldron
highlights rampant corruption and pilfering of funds in her memoir



New Delhi, November 21, (Scoop News Bureau)-A former bureaucrat who had served in restive Jammu and Kashmir for 37 years has, in her post retirement period, come out with a book ‘Unmasking Kashmir’ in which she narrates about her experiences about rampant corruption, impropriety and embezzlements prevalent in the state.



The memoir is about an experience of what an outsider IAS officer goes through while serving in Jammu and Kashmir besides projecting a fresh perspective on Kashmir imbroglio from a bureaucrat’s viewpoint and attempting to comprehend its people, solve their problems and focus on development rather than politicking which many of her successful colleagues yielded to.



Sonali Kumar (61), an IAS officer of 1979 batch, held various positions during her long career in the civil administration, is privy to several clandestine deals that had taken place in the state. She specifically writes about how ‘transfer industry’ flourishes in Jammu and Kashmir.



She has vividly given a ringside view and an outsider’s journey through the bewildering entrails of state’s bureaucracy in her memoir.



In her book she refers to some juicy scandals and had written about how a serving deputy commissioner swindled rupees eight crore from a centrally sponsored scheme and when detected went missing along with his personal security guard, driver and an official vehicle.



She had also written about infamous ‘biryani episode’ after which she was unceremoniously removed from the post of Resident Commissioner of JK House at the Union Capital for reportedly not serving the biryani to visiting delegation comprising of ministers, lawmakers and other state officials.



The book also mentions about how a former chief minister claimed divorce and separaton from his wife but spent millions of rupees from the state coffers on rent, electric and other bills on his official accommodation that his wife was occupying till he demitted his office.



Kumar also wrote about how a serving chief secretary held a meeting with the separatist leaders at his official residence and splurged in other anti national activities



Her husband, Arun Kumar, also an IAS of 1979 batch, served in Jammu and Kashmir and became a cynosure of all eyes during ‘Amarnath Land Row’ in 2008 when he was the Chief Executive Officer (CEO) of the Shri Amarnathji Shrine Board at that time. ...
