HBCA seeks PM’s intervention in incorporating Bhoti in 8th Schedule of Constitution, opening of Kailash-Mansarovar road, allege discrimination




Leh(Ladakh), May 16, (Scoop News)-Advocating adherence to series of long pending demands of Ladakh region, Himalayan Buddhist Cultural Association (HBCA) Leh has sought the Prime Minister, Narendra Modi’s intervention in incorporating Bhoti language in the 8th Schedule of the Indian Constitution and opening of Kailash Mansarovar road.
“We have been struggling to get the Bhoti language incorporated in the Constitution for the past 25 years but it is the Central Government which has let us down by not fulfilling its own commitments,” said Tashi Targais, president HBCA, while interacting with media persons.
He asked if Dogri language could be included in the 8th Schedule of the Constitution without having its own script then why not the Bhoti language? Bhoti language is both ancient as well as has its own script, yet it has not been included in the 8th Schedule so far, Targais added.
Alleging discrimination against the people of Ladakh by both the State and Central governments, he said that the authorities have in particular been neglecting Buddhists community.
HBCA chief informed that a delegation led by Thupstan Tsewang, a lawmaker in the lower house of the Parliament, met the Prime Minister in the first week of January and briefed him about the inclusion of Bhoti language. The delegation also called on the Union Home Minister, Raj Nath Singh, who vowed to do his best.
The demand was also put before the Centre’s Special Representatives during their visits to Ladakh and they expected that their demands would be fulfilled soon, Targais asserted.
A former top cop and a member of HBCA, T. Phuntsug emphasized that all members of the Association were of the opinion that an official recognition of the Bhoti languages should be granted at the earliest.
Referring to other Himalayan regions including Arunchal Pradesh, West Bengal and Himachal Pradesh which are the parts of the same country also spoke the same (Bhoti) language, he argued and said that on the same criterion the recognition should be granted to this language for Ladakh region.
Phunsug pointed out that Kailash Mansarovar road is not only holy place for the Buddhists but also for Hindus and Jain community and route from Ladakh is not the only shortest but would also boost the economy of the region.
