10 percent quota for “economically weaker” a revolutionary decision: Brig Gupta

Jammu, January 08 (Scoop News)-In keeping with its stated policy of Sabka Saath SabkaVikas, Prime Minister Modi led NDA government has taken a historic decision to provide 10 percent job and education quota to the “economically weaker section”(EWS), irrespective of caste or religion. The proposed legislation will benefit about 25 crore Indians who were deprived of any reservations, though being economically poor, but not belonging to the reserved categories, stated Brigadier Anil Gupta, State Spokesperson, Bharatiya Janata Party. “PM Modi has proved once again that his government has the will and capacity to take bold and revolutionary decisions in larger public interest. Be it OROP, Demonetisation, Direct Benefit transfer, Jan DhanYojana, GST, Modi government has gone ahead where the earlier governments dithered fearing public backlash and electoral reverses,” claimed Brig Gupta.
Taking Congress to task for only resorting to vote bank politics and exploiting the sentiments of the people, Brig Gupta accused the Congress of not fulfilling the promise of reservations for “economically weaker” contained in its manifesto of 2004. Despite, the party being in power from 2004-14, it did not bother to bring any legislation to this effect proving that it lacked sincerity and resorted to such promises to win elections. Though, the Congress repeated the same in its manifesto of 2014, people by then had understood the “slogan politics” of Congress which included GaribiHatao for five decades and gave it a befitting reply through a crushing defeat, said Brig Gupta.
Brig Gupta appreciated the decision of the government to introduce the legislation to this effect during the current session of the Parliament, since it will expose those political parties who have been merely shedding crocodile tears but were never sincere to grant reservations to the “economically weaker.” The legislation to be effective requires amendment of Articles 15 and 16 of the Constitution. Incidentally, even Pandit Nehru was not in favour of caste based reservations. In a debate in the Constituent Assembly on May 26, 1949, he said, “I try to look upon the problem not in the sense of a religious minority, but rather in the sense of helping backward groups in the country. I do not look at it from the religious point of view or the caste point of view, but from the point of view that a backward group ought to be helped and I am glad that this reservation also will be limited to ten years.”
“The reservation will be given to those economically backward poor people who are not availing the benefit of reservation as of now,” said Brig Gupta, adding further he said, “This reservation will be over and above the existing 50 percent reservation.” The government proposes to delineate Economically Weaker Section (EWS), through a constitutional amendment. EWS will not be caste based and applicable to all economically poor among Hindus, Muslims, Sikhs, Christians etc., clarified the spokesperson.
