Two junior officials thrash a senior officer in his chamber for complaining to boss
duo flout service rules, officer lodges complaint with his superiors



Srinagar, May 22, (Scoop News)-For insisting his juniors to prepare the response to an Right to Information (RTI) query, an officer in the medical department was reportedly thrashed and threatened by them in his chamber on Tuesday.

Dr Kuldeep Kumar Koul, an Assistant Director (Hqrs), who also holds the charge of Public Information Officer (PIO) in Indian System of Medicines (ISM) Department, was allegedly roughed by two Junior Assistants, Azhar Hussain and Imtiyaz Ahmed, in his room at Unani Hospital near Srinagar, the summer capital.

Informed sources, requesting not to be named, said that Dr Koul was in his office room when the duo barged into his chamber, pounced on him suddenly and started hitting him repeatedly on his body with their fists. They took hold of him by his throat and slapped him on his face several times and also used abusive language against him, they added.

“The duo crossed all limits of discipline, office decorum and flouted various sections of service rules by indulging in criminal activities.”

On hearing noise, the employees working in the adjacent rooms rushed to the spot and tried to disengage the two sides and calm down the situation but of no avail as the duo continued to hit him left, right and on other parts of his body, the sources said.

They said sometime back an applicant had filed an RTI seeking the information about the functioning of the department and as PIO, the officer was bound to share the information with the applicant within 30 days.

Dr Koul had forwarded the case to the concerned section for preparing its response but they didn’t prepare it and by way of reminders he had sent nearly a dozen of internal notes to them, the sources said.

In the meantime, the Information Commissioner had summoned Dr Koul twice to his office and inquired about the status of the case besides the reasons behind the inordinate delay in responding to it for which he had even been reprimanded, they said.

On his return from CIC office, he informed his boss (Director- ISM) about the observations made by the Information Commissioner, the sources said, adding that the boss in turn did berate the two junior officials who got infuriated because of the complaint filed by Dr Koul before the director that led to the ugly incident.

According to sources, Dr Koul did lodge a complaint with the Advisor to Governor and the principal secretary Health and Medical Education (H & ME) against the two junior officials for thrashing, threatening and intimidating a senior officer while performing his duties in the office. ...
