Incharge Lecturers Submit Memorandum to Commissioner Secretary School Education


Jammu, February 12 (Scoop News)-A delegation of school education employees coordination committee and Jammu Kashmir government teachers forum led by Amar Nath Thakur JK chairman of incharge cadres coordination committee (SEECC and JKGTF) called on Hirdesh Kumar commissioner secretary school education and submitted two memorandums separately.

The main demands submitted in the memorandums were, to convene regularization committee meeting twice a month on fixed dates to regularize all remaining 11000 ( back log and fresh ) incharge +2 lecturers, joint directors, CEOS, principals, ZEOs and headmasters expeditiously being regularized vide order No:-114 and 115 GAD Of 2019 dt:-23-01-2019 issued after SAC decision as one time exemption on 07-12-2018 under the then governor Satya Paul Malik , regularization of all incharge +2lecturers whose vigilance is cleared, integrity ,work and conduct is given by the directors Jammu/Kashmir during last year, issuing regularization orders of all incharge lecturers and others whose names have been cleared by regularization committee, considering SRO 339 Of 2005, order No :-252 Of 2012 , order No:-940 Of 2017 and order No:-743 GAD Of 2007 while issuing regularization orders, convening regularization committee meeting before 28th Feb 2020 not convened since 15-7/2019 to clear much awaited regularization , fixing seniority of principals, headmasters ,lecturers and all other cadres to minimize unnecessary litigations in courts, regularizing I /C ZEOs promoted as I /C principals or reserve 20% vacancies for their regularization as per seniority, deputing all untrained +2 lecturers appointed through PSC for B Ed training , sanctioning career progression scheme

(CPS) in favour of all lecturers, filling all vacant posts of ZEOs , sanctioning staff in all 15 hanging zones and hundreds of high schools in Jammu division not sanctioned since 1992 till date , when zones and high schools were created and work is carried out through attachments of teachers , transfer of lecturers , masters and teachers as per transfer policy norms on rational basis, transfer policy for Ret teachers, Installation of CCTV cameras in all schools and exams. Releasing charge allowance in favour of all newly promoted incharge +2lecturers etc.

Delegation apprised Commissioner secretary that no regularization committee meeting has been convened since 15/7/2019 till date and unnecessary delay is made for the reasons known to the HRM authorities , Thakur said that inspite of the Chief Secretary's clear cut directions twice in the year 2019 to clear all regularization cases before June 2019 only one meeting was convened on 15/7/2019 and orders of confirmation of four subject lecturers out of 37 subjects , 27 CEOs, and eight joint directors were issued on 18/10/2019 only and 11000 incharge officers and +2 incharge lecturers are made to run from pillar to post for their regularization ,more than 500 incharge officer and lecturers have died 3000 retired since 2007 till date , due to non-regularization of +2 incharge lecturers and other officers an extra ordinary situation has arisen which forced the department in 2018 to take the SAC decision to regularize all 8000 incharge officers.

Commissioner Secretary assured early redressal of all demands at the earliest and said that meeting for regularization of all incharge cadres has been fixed on 5th of march 2020, also assured that staff for 15 zones of Jammu province and upgraded high school will be sanctioned. He further assured that CCTV cameras will be installed in the cities and major town schools at first instance on pilot project basis.

Delegation thanked commissioner secretary for adjusting all subject surplus and other newly promoted lecturers not adjusted since long of Jammu division.

Those present in the meeting were Ravesh Saraf Gen. Sec. +2 incharge lecturers forum, Shoukat Wani from Kashmir, Dileep ji Dhar Principal, Rakesh Bhat Forum Secretary, Kumar ji, Md.Salim, Prem Nath, Deepak Raj, Surjeet kumar and others.
