Chairman Humanity Welfare organization meets Principal Secretary,J&K UT

Srinagar, November 20 (Scoop News)- Javed Ahmad Tak Honorary Chairman Humanity Welfare organisation HELPline NGO met Shree Bipul Pathak, Principal Secretary to Government of J&K Social Department at the winter secretariat created at Srinagar after half yearly Darbar move. In the meeting a large number of issues related to the disability sector were discussed. These issues included issuance of rules for best implementation of RPWD Act in J&K pending from years increase in ISSS pension and its delivery on timely basis.Increase in salary of resource persons who deliver education to students with disabilities through SAMAGRAH Shilsha programme. Strengthening the mechanism of issuance of Disability Certificates and working medical boards.Issuance of railway concession certificates by designated doctors from District hospitals and primary health centres

The issues faced by persons with disabilities in Employment tests conducted by recruiting agencies like JKSSRB & JK public Service commission.Issues faced by children with Disabilities in examinations at secondary and Higher secondary level conducted by J&K Board of school Education.Inclusive Sports,Inclusive and accessible Elections.Implementation of Accessible India Campaign

The important issue that was taken up on priority in the meeting was the death of a student facing severe Disability at medical board at Jawaharnagar Srinagar. Sakib Khan S/o Irshad Ahmad Khan of Garden Lane Chanapora Srinagar was appearing in class 10th exams and he approached JK Board authorities to provide amanuensis as per CBSE guidelines which authorities denied to him. Then his mother and sister took him to the medical board of Srinagar located at Jawaharnagar Srinagar. Due to inaccessibility of the building in which medical board was established, mother and sister of Suhaib couldn't take their wheelchair bound suhaib ro the medical board thus sister of child went inside and prayed for his disable brothers assessment in the vehicle which medical board authorities denied and inturn bullied and abused the girl. Thus Suhaib waiting in the vehicle seeing abuses and humiliation, fainted and died on spot. A written representation was submitted before the principal Secretary and requested for cognizance and action against the culprits. Shree Bipul pathak IAS principal Secretary to J&K Government Social Welfare Department gave patient hearing and assured of immediate intervention.

Earlier number of meetings of same nature were discussed with Honourable Advisor to the Lieutenant governor of J&K Shree Darooq Ahmad Khan, Principal Secretary Education Department Shree Asgar Hassan Samoon and his successor Shree BK Singh and emails were forwarded to Joint Secretary Examinations JK Board of school Education, Secretary General Administration Department. Honourable Chief Secretary to Government of J&K, Chairman J&K Service selection Board, Chairman J&K Board of school Education and Lieutenant Governor of J&K but not a single stake holder took the steps except Farooq Ahmad Khan whose office send some simple communications which were ignored by both J&K Board and JKSSRB. In addition Jenab Asgar Hassan Samoon called JK Board chairperson and sent a communication to provide all facilities to Children with disabilities in upcoming Board Examinations which was not considered by JK board thus giving death to a student with disability.
The official apathy in J&K shows least priority for disability and high priorities for elections at panchayat levels not accessible for persons with disabilities as well. The whole government machinery conducts the election process and fails to deliver basic facilities to underprivileged sections of society.
